Following is the denial issued by the Town of Framingham for SMOC's proposed change of use for 517 Winter Street:
There were four main issues raised by the town:
1. Educational issues to qualify under Dover.
2. State Building Codes based on the requested use group they applied for.
3. Parking requirements based on SMOC not supplying how many residents there will be with vehicles, and no listing of how many employees will have vehicles.
4. Site Plan Review in accordance with new by-law change.
It is not known what SMOC's next move will be, but as of August 18, they had not applied to have 517 Winter Street placed on the Planning Board's schedule. This would seem to indicate that they plan to appeal the Town's nw bylaw or argue that it does not apply to them.
